Question: Are there limits on the "color" of funds?
Answer:

ATSP3 is flexible and most government funds can be used, but the funds used must be appropriate for the task.

 

Question: Can we do production under ATSP3?
Answer:

Yes, limited production of products developed under ATSP3 is permitted under certain circumstances.  

 

Question: Can I increase scope of work or funds if I begin with a low-level ATSP3 contract award?
Answer:

Yes. Delivery orders can be modified to increase a scope of work with an accompanying increase in funding.

 

Question: Should I use ATSP3 if I have another ongoing BAE Systems contract vehicle? 
Answer:

Perhaps. It is always prudent to compare ATSP3 against other available vehicles with regard to response and cost-effectiveness.

 

Question: Does DMEA apply its engineering resources directly to the tasks?
Answer: 

DMEA has significant engineering expertise and tools that can add value to the engineering development and management of a program.

 

Question: Are there instructions and templates available to assist with the proposal process?
Answer: 

Yes. The BAE Systems ATSP3 program management office has templates, instructions, examples, and checklists to assist the using organization through the proposal and contracting process.

 

Question: Are the ATSP3 proposal and contracting requirements the same as for non-ATSP3 contracts?
Answer: 

They are very similar. ATSP3 proposals must be correct and complete to allow DMEA (Defense Microelectronics Activity) to process the tasks in a streamlined manner.

 

Question: Are the ATSP3 proposal and contracting requirements in accordance with Federal Acquisition Regulations (FAR)?
Answer:  Yes. The ATSP3 contracting process is fully FAR compliant.
